H1B Extension Premium Processing

Hello,

Does Temporary Suspension of Premium Processing will affect H1B extension/amendment also. I am holding H1B allotted in 2013 lottery.  

Question 1- My current I797 getting expire by 31st December 2018 and I need to travel to India by end of October 2018. I had a plan to file my H1B extension (premium processing) in September 2018, but I am confused now, whether I am eligible for premium processing or not. Please advise. 

Question 2- If I am affected then can I travel to India in October 2018 and go for stamping with approved I797 (till 31st Dec 2018). Will USA embassy provide me stamping for 2 month only.

If there is no change in the new extension petition to what is approved earlier, i.e if the roles salary, location etc everything going to be same then Premium processing is allowed for such extension petitions.
