Will this impact H1B transfer also ? How much time is required to prepare and file H1B transfer.. is it possible to file it before 11th Sep ?

There is no such thing as H1B transfer. when you move or accept a new job, the employer have to submit a H1B petition. 

Yes, it is possible to file H1B petition before Sept 11th in premium processing.

Yes it is for new h1 & existing h1 extensions, currently premium process is suspended. Before 6 months of existing h1 expiry you can file and it might take anywhere 6 to 12m time under general processing.

I don't mean to hijack the thread but additional question on same topic :

--> Does this mean, you can still file Transfer petition in CA processing center irrespective of your location across United States ?

Hi 

I would like to understand with the new rule am I eligible to apply for premium processing ?

Here is my status

My H1B extension was reached USCIS  in the month of June 2018, Current status is " case was received", i want to convert this petition to premium processing. 

Currently  i am working with the same employer (as per the I129 H1b extension), same project and same location.

Please help me to understand am I eligible to apply for premium or let me know if you need more inputs to judge my situation.

My H1B extension was reached USCIS  in the month of April 2018, Current status is " case was received", I wanted to ensure or know the details if the above rule applies to me or will I be able to apply premium processing anytime after September 11th.

Currently  i am working with the same employer ,same project and same location.My H1B Extension is filled in regular process at California Service center.

I am confused, doesn't the rule say CA and Nebraska will do the Premium Processing for H1 Transfers for cap exempt ?

they are for cap exempt employers. Not cap exempt petitions.

If you are transferring ( a new employer filing for your h1b..actually transferring) then the petition is cap exempt, but if an employer who are non profit and  are educational institutions, then those employers are called cap exempt employers.
