satya2k1 Posted August 29, 2018 Report Share Posted August 29, 2018 There is no such thing as H1B transfer. when you move or accept a new job, the employer have to submit a H1B petition. Yes, it is possible to file H1B petition before Sept 11th in premium processing. Link to comment
02112018 Posted August 29, 2018 Report Share Posted August 29, 2018 Yes it is for new h1 & existing h1 extensions, currently premium process is suspended. Before 6 months of existing h1 expiry you can file and it might take anywhere 6 to 12m time under general processing. Link to comment

Here is my status : My H1B extension was reached USCIS in the month of June 2018, Current status is " case was received", i want to convert this petition to premium processing. Currently i am working with the same employer (as per the I129 H1b extension), same project and same location. NotAnAttorney Posted September 5, 2018 Report Share Posted September 5, 2018 they are for cap exempt employers. Not cap exempt petitions. If you are transferring ( a new employer filing for your h1b..actually transferring) then the petition is cap exempt, but if an employer who are non profit and are educational institutions, then those employers are called cap exempt employers.
