Is I-129 amendment required for a cap petition where location is changed?

My case:
* FY2018 cap petition approved with 9/30/2018 as expiry date for location A. 
* Got a project, client-letter for location B. Location-change LCA is approved for location B.
* Have interview scheduled with Kolkata consulate next week.
* My org. visa team is telling me today that as per new rule, they have to file amended I-129. Is this true?

Note that I have never travelled on this petition.

If change in location is not in same MSA then you need amendment since location changed...

Dude please do some research.. with MSA no need amendment... outside you certainly need...
