Typical I-140 processing time

The attorney firm of my employer filed my i-140 petition on 8/17 (ie Receipt Date: 8/17) under premium processing. My H1 MaxOut date (6 year completion date) is 9/1.  H1 extension related papers are ready for submission but it is waiting for i-140 approval notice.

In case if i-140 approved on 9/29, will attorney office receive copy on 9/30 ?  So, Attorney office can send H1 extension documents on same day(9/30) and USCIS receive on 9/31.

thats cutting too close. File the h1b extension using PERM under normal processing and once you recieve the I140 approval send it along with premium processing request.
