VISA APPROVED DURING INTERVIEW BUT THEN STATUS SWITCHED TO REFUSED

We had out interview on December 25,2017. We were told my husband visa was approved but we needed to submit documentation that both his case here in USA and Dominican Republic were dismissed. We never receive any paperwork stating what we needed to turn in or 221g we just got the documents as he stated to us that day. The case was in AP status since the say of the interview. We submitted documents 2 times. The first was on March 8,2018 and this last time was on June 26, 2018. We noticed that on August 15, 2018 the case status online switched to Refused. I immediately wrote to the consular and they responded that as soon as a final agent review the case they will update us on the status and that they've been having really high volume. I just don't know that to think or do since we have not received the passport and just hoping it was a mistake when they updated the status. It's been forever now and just hope this ends fast.
