B2 visa for parents - Help needed on DS-160 question

Hi, 

I am applying for my parents B2 visa and have filled out the DS-160.  I was supposed to submit it today and learnt from my father that someone has filed a compliant against my parents in Indian court. The court has asked the police to investigate. Neither the court nor the police have contacted my parents. The complaint seems to be false and filed to harass my parents. I am not sure what I am supposed to fill in for the following question on DS -160 "Have you ever been arrested or convicted for any offence or crime, even though subject of a pardon, amnesty , or other similar action"? 

Do I need to answer this as Yes and provide details?

Any help on this will be greatly appreciated.
