Can a new employer file H1B extension based on previous employer's file I140

Hello All,

        My I-140 was approved in 2011, and since then I had two H1B extensions based on I140 by my employer, who is also the I-140 petitioner. My current H1B is valid till Aug 2020. I'm looking for changing my employer and wonder if the new employer can file my H1B extension based on my previous employer filed I-140. 

        Also, if new employer does not start PERM and I-140 before the expiration of my current H1B extension, can they again file for an extension.

        I heard that after 180 days, an approved I-140 can not be revoked or withdrawn by the petitioner. It can only be revoked by the govt. Are there any other reasons, I140 can be revoked past 180 days of approval.
