Can I apply for my mother's green card while she is in the US on a non-immigrant B1/B2 visa?

I am a US citizen and would like to apply for my a green card for my mother (via form I-130) while she is currently in the US on a tourist visa B1/B2.

Will this cause any issues and result in a denial because it's an AOS from a non-immigrant status to an immigrant status?

Is there any reason why you are not considering Consular Processing which will take about 9 months from now If you want to file while she is here, let a law firm guide you in the process.

No, you (she) cannot.  That would be visa fraud!

She should apply via Consular Processing as noted above.
