Can i Apply H-4 EAD with Withdrawn I-140

Hello All,

Here is my scenario:

I have i-140 approved from Employer A in 2016 and then I left company to B in 2016. EMployer A withdrawn i-140 after 180 days.

Again i joined back to Employer A in 2018 Jan and re-applied for i-140 in April. As processing getting delayed, its not approved yet. I was waiting for that to apply H4 COS + H4 EAD for my Wife.

Can i apply now for H4 COS+ EAD as i have i-140 with this employer in pending status.
