H4 Stamping Issue

My spouse h4 visa stamping was not done with 221g form saying the marriage certificate is not in standard format.

I emailed the consulate asking for standard format and sent them the same marriage certificate. Today I got a response asking to submit the passport, copy of marriage certificate and the form 221g to the nearest VAC. 

1)Should I submit the same marriage certificate to the same consulate.

2)How many days does it take to get the visa stamped in such case.

  3) Is there any supporting document that I can submit along with the marriage certificate.
