PERM Denied due to Government error

Hi,

My PERM is denied due to government error.  The CO looked at the wrong date (SWA job order  start and end date)for Prevailing wage determination start and end date. It is a very simple case but my H1B is expired and I want to moved back to H1B ASAP.

I have following queries.

1. Which is better option MTR or BALCA ?

2. Does BALCA 's Govt error queue is faster than MTR Govt error queue ?
