Regarding H1B Petition Validity

Hello,

I had got my H1B petition approved on Oct 2014 and got the H1b visa for 3 years there after (from 10th Dec 2014 to 30th June 2017 ) from my ex employer. But unfortunately i could not travel. Now, it's been expired as per I797 . As per my information, H1B petition is valid for 6 years. Now, i got an opportunity from my present employer and they are willing to re-initiate the visa transfer process. So, we have few questions regarding that.

Is my H1B Cap is still valid ? If yes, how can i ensure that and  what is the procedure to do the transfer/amendment ?

Do they need to file a new petition against my base petition and will that be exempted from lottery ?

Please help me out with this and guide me with the procedure i need to follow .
