H1B Extension with expired I94

I am on H1B visa, living in the USA. My I-94 was expired on July 8, 2018. My extension (with dependents) was filed by employer and case received date is Jun 15, 2018 in normal processing mode (Nebraska Center). Considering current situation after USCIS policy on NTA (issued on Jun 28, 2018), please help me to clarify my questions. 

1. What is the chance of getting NTA if my case is denied? (I am asking this since employer applied my case before policy change)

2. If the new policy is applicable to my case, what are actions need to be taken now.

    a. Return to home country immediately, wait for approval and come back to USA.
    b. Wait for RFE, then leave the USA, wait for decision
    c. Please suggest to help me in the current situation.

3. Can I discuss about this to my employer? 

4. Is premium processing a safe mode to protect me from NTA?

5. My spouse's H4 to F1 COS which was applied on Feb 9th, 2018 is still in progress (Vermont Center). If my case is approved and COS is denied, is there any problem with my spouse's status?

Please suggest the possible actions I can take in the current situation. These policy changes have made a lot of confusions and questions, please help.
