Steps after H1B Transfer and Amendment Denial

Experts, Advice needed..

I have my current H1B petition (extension) valid till Mid 2019. In Aug 2017, my client was changed (EVC) and my employer filed amendment because the location was another MSA (Location A). Client liked me and they showed interest in hiring me . This is a senior (Level 4 per LCA) role .  In March 2018 they initiated H1 transfer , unfortunately that went into RFE (reason being pending amendment and specialty occupation), and finally got rejected (reason being specialty occupation). 

My employer also received RFE for the amendment, which ended in denial. The client has another location (Location B) which is within same MSA of underlying approved H1B. They can send me to that location. 

1. If I file another amendment with same client, I am thinking that will get rejected as well since nothing has changed- right ?

2. If I move to Location B with same client (within the same MSA of underlying approved H1B) , will that be problem ? Or I have to find another client/job ?

what was the reason for speciality occupation RfE ? Whats your role in LCA ?
