Paid 30K less than LCA on L1A visa & paid cash against filing fees

Please advice my options, I was moved to US in Jan 2015 at 80K+ commisions as I am in sales.

At the time of filing for my extenstion in April 2017 my employer changed my salary by sending an email to 30K + commisions and I recently noticed that my petition to USCIS was filed at 60K + commisions. My visa got rejected in Dec 27th 2017 so I left and moved to H4 but I want to know if I can file complaint with federal agency for wrong wages.  My employer also made me pay him cash of 6K to against my visa.

I have the email confirming 30K my paystubs and also the LCA petition copy which was sent to USCIS at 60K. I dont mind if the process takes long but I want to go with the agency which has strict legal implications. Pls advice soon...Also I was on L1A so I can't go to WHD as it seems they only help H1b's
