H1 to H4 COS and H4- EAD pending. Can we process new H4 and H4-EAD with new employer of spouse?

I applied for H1 to H4 COS and H4 EAD concurrently in February 2018 with my spouse's current employer and got my receipt numbers on March 8th, 2018. Status of both the applications is still pending. Now my husband got a new offer and planning to change the employer. Can we file H4 and H4 EAD again with his H1-B transfer when my current H4 and H4 EAD applications are still pending? His employer is willing to do H1 transfer in premium and mine too.
