Processing time based on country of birth or nationality?

I am a US citizen filing a I-130 for my sister and her family (husband and one kid) through family-based green card process. She was born in Mauritius, but is an Indian national. 

Is the processing time based on country of birth or nationality here?  What should we expect for the timeline to get through the green card approval process? Any insight would be helpful.

It is always based on country of birth.

The timeline is in the monthly Visa Bulletin. For siblings of US citizens, expect 12+ years.
