H1b extension approved, H4 I539 pending, travel outside USA

I was visiting India for family emergency when my husband's H1B was filed on priority by current employer and it got approved till June 2021. I have H4 stamped for his current employer. 

After returning back in April 2018, I filed my H4 I539 extension as well as my I765 H4EAD extension. Both status still pending. I had to travel again on family emergency to Canada in May 2018. I called USCIS and talked with visa officer before traveling, he said I can travel, but I must return by June 16th 2018 and present my I539 receipt to immigration officer at port of entry.

I am in Canada at moment, and June 16th is next week. Now, I again have to come to Canada by end of June 2018 for family issue. 

I called USCIS and they said current processing wait time for I539 is 10+ months, and If I go to Canada again in end of June 2018, I cannot return US. 

What should I do? Is it possible to get H4 stamped from Canada based on my husband's approval so I can freely move between two countries?

You are making the matter very complicated. You have an H4 visa till June 2021. Your spouse has a H1 petition valid till June, 2021.

Come back on the H4 visa and his H1 petition approval .
