EXPIRED BUT UNUSED H1B Visa

Hi,
I have an approved H1B Visa petition. The Visa however expired without single entry/exit (no port of entry/exit). The Visa stamped expired on 30 Sep 2012.
Query:
1. Can the same petition be transferred to another company and reused for US entry anytime now.

2. Is there a time limit for reuse for a petition no. reuse for an unused but expired H1B Visa
