File a new H1 Visa in cap exempt with a new employer

Question regarding my H1 visa, Background about the case -

Employer A had filed my H1 in April 2014 and it got approved in June 2014

- Receipt # XXXXXXXX919 - Petition was filed as consular processing, Never used this H1.

- Valid from 10/01/2014 till 06/30/2017

- Have H1 approval papers with me

On April 14th, 2016 - Employer A has withdrawn the application.

Will I be eligible to file a new H1 Visa in cap exempt with a new employer? Please advice.

Since you have never worked for this employer in the US, this petition cannot be used to claim cap-exemption.
