L1B to H1B transfer without crossing border

HI All,

I am planning to transfer from L1B (Employer A)  to H1B (Employer B), Employer B is asking me to get it stamped by going to some other country.

I know many of my friends moved from L1 to H1 without going outside.

Can someone please provide me the supporting USCIS document or link which confirms that L1 to H1 is not required to cross the border.

I am looking for proofs, documents which I am planning to show Employer B as they said they will consider if I have some valid proof.

Also please let me know if I am wrong here.

I have converted myself from L1 to H1 without crossing the border and I am not sure is there any document. my employer preferred not to travel and also my understanding is L1 stamping cannot be done in other countries. In my case 4 yrs back I went to India and only in Chennai Embassy L1 stamping can be done.
