Can we initiate new H1 transfer while current H1B transfer is in RFE

Hi,

I recently moved from Employer A to Employer B. H1B transfer filed by Emp B is not yet approved. I got an RFE on that. The client for which the transfer was filed is location X. Now the project in this location is done, i need to move to a different location. Fortunately, i got all the necessary docs from this client and we're good to respond to RFE. Below are my questions:

1. What if i get an RFE again(2nd time, one of my peer has recently got it). How will i've to move forward in that case, as the project is done? Can i move to a different location and submit the client letter of that location?

2. Can i find a new employer, say Emp C and get a new H1B transfer filed while the current H1 transfer is still in progress (RFE)?

Note : My H1B base petition of Emp A is revoked and there's also an amendment petition which is still open.
