Family based GC for my younger brother

Hi,

Sorry if this question is already answered, need some help. I became US Citizen in Sep'2015 with US passport. My younger brother came to USA on H1B visa in 2017 Apr. His employer is not ready to file GC. Can I go ahead and file family based GC for my brother? If yes, what about his wife and 8 year old kid? Can I add them in my application too? What form I need to use for filing family based GC for my brother.
