First H1B Stamping @ Halifax

I'm from India, completed bachelors in India. I completed masters from US university, while I'm on OPT, I got H1B. I have never been outside the United States in last 2 years after my H1B approved. Now I'm planning to visit my friends in Halifax. I have already taken Canada visitor visa. I'm looking to book an appointment with US consulate in Halifax. 

 

Since this is my first H1B stamping(earlier I had f1 stamping), will Halifax Consulate accept first timers to book appointments for H1B stamping?

yes halifax does accept first time h1b stamping.

Got this message from consulate when I contacted them:

Please note, that as we are a small post with only one consular officer, we only process cases for employment based visas for those applicants that are residents of our Consular district (Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland or the French Islands of St. Pierre et Miquelon). You should therefore contact one of our larger posts in Canada such as Ottawa, Toronto, Montreal or Vancouver for an appointment.
