Do we need to go for fresh stamping when we apply for a New Passport in case of a Damaged Passport replacement?

Hello Experts,

My wife is currently in India who holds a valid H4 visa with expiry date of Aug-15, 2018.

She was scheduled to travel to USA today May-8 but unfortunately she damaged her passport - where her passport cover has completely torn out of passport. We are working with local passport office to get a new passport under Tatkal category. But, question here is; will her H4 Visa on the old Mutilated passport still be valid for use to fly to USA (or) she has to go for fresh Stamping again?

Her Visa page/Visa is in good condition; but still a Mutilated/Damaged Passport holds the existing Visa. So here in this case, if she just have fresh new passport that will work (or) she should go for re-stamping?

Please advise.!

Better to go for stamping to be safe as you are already delayed.
