Got H1B visa from Employer A in India, expired on May-2010 but was not used & not travelled to USA.

On May2015, Processed H4 Visa thru Employer B which is valid till Sep2019 and currently staying in USA .

 

1)  Can I apply job in USA referring  old H1B visa CAP and  Can I ask new employer to process a new H1B visa  (if selected) ?

2) Is there any way to get New H1B visa using the old H1B CAP?
