Can I apply Change of Status from H1B to H4 for my wife while her H1B is in extension and her i94 is expired in December 2017

my wife is currently on H1B and applied for extension. Her i94 got expired on December 31st 2017. Can I file change of status for my wife in US on h1b extension receipt number.

Thanks for the reply . One followup question i have. Currently my wife’s h1b extension is in RFE and can we apply for change if status now or should we wait for the RFE to be cleared first.
