Family members travel without lead person

One of my friend's brother went to India to bring his wife and kids to US. He was permanent resident and wife and kids also had got green card but never travelled to US before. Unfortunately he passed away before they could leave for US. Now the airline did not allow his wife and kids to board the flight saying that they can only accompany the person. All their consulate related work had already been processed in Mumbai. Has anyone gone through situation like this? Can Mumbai consulate help in allow them to travel to US?
