Transfer of H1B visa - Current H1B in RFE and expired- approved I140

Hi,

My current H1B expired on 03/31/2018.

The Extension was filed in Jan-2018 and I have received RFE (after upgrading to premium). 

I have an approved I-140 since last 1.5 years with the current employer.

Question:

1) Can I transfer my visa to a new employer-B before responding to the current RFE as I don't want to take a risk of rejection.

2) If yes, will it cause any issues after transfer if the current is not replied and H1B gets rejected.

1. No. You can get a H1 petition approved with any employer and return with the visa since your current I94 has expired. Unless this extension is approved, no "transfer" possible.
