UrgentH1B in Transfer rfe new Transfer with other employer

i got laid off by employer A on March 20th , employer B filed transfer on march 24th with premium processing and i got rfe  im pretty sure employer B cannot handle rfe because of no Client letter . now i got a full time offer from company C April 21st and willing to transfer

my i 94 is vailid till 2020. H1b from employer A is revoked employer B is in RFE

1. can Company C transfer my H1b when Company B petition is in RFE?

2. IF company B applies for consulate procedure will it help? because i already have visa stamp valid till 2020 can i visit nearby counties near US and come back with out visa interview?

3. If company B transfer gets denied will i still get 60 days grace period? and in this 60 days can company C file my transfer and get approval?
