Received 3 years extension after 6 years Maxed with Denied I140 - Confused - Can i change employer

hello Team -

I am working with an audit company and they had filed for my Perm which was approved in Feb 2017. My i140 was denied in Sept 2017 and company filed an appeal. Once the appeal was in progress ( Not sure about the outcome), an H1b extension was filled and until I got an approved H1 till Dec 2020. I maxed out in Jan 2018 and the approved H1(after 6 years) is till Dec 2020.

Question - I am in discussion with another company for a potential job change. Does it make sense to pursue the opportunity? Everywhere I am reading it says, to change employer, I need to have an approved I140 ( Please note - Mine is in appeal status).  Is it possible for the new employer to file for H1 transfer based on the approved H1 petition?
