Received same CGI Reference Number as previous application.

My Friends parents applied for B1/B2 visa in feb 2018. They were rejected. They applied again for B1/B2 visa in April 2018. But when they completed DS160 forms and tried to apply for visa, they are getting the same CGI Reference Number to pay fees same as previous application (Feb 2018). Is it correct? Axis bank representative wasn't sure if it is correct or not. Would you please help me? As per Axis bank representative you have already paid fees earlier in with the same CGI reference number .
