Last Minute H1B Cap Questions

Recent Memo from USCIS states that you cannot file multiple h1b. https://www.uscis.gov/sites/default/files/USCIS/Laws/Memoranda/2018/2018-3-23-PM-602-0159-Matter-of-S-Inc-Adopted-Decision-Package.pdf

One of my friend who is on his STEM has a offer from Company B . He currently works at Company A. 

Company B and A are completely unrelated with different work locations.

Should he go for multiple filings or just file 1 .?

An issue arises when the sponsoring companies are related in some way. If there is no relation between the two entities then there should not be an issue.
