B1 in lieu of H1B rejected

Hi

My "B1 in lieu of H1B" visa got rejected last year. Visa Officer didn't ask me any queries except for the home country remuneration.

Further when I told him that I will be working at US location, He probed if this is the right visa category for you to work. I was bit surprised as this VISA category will technically allow you to work on a basic B1 VISA which is other wise not possible. I handed over the attorney letter provided and he took couple of minutes and then kept it on admin processing. Later my VISA was rejected citing 214(b) clause.

I have not clue on the reason of rejection. Any body has similar experiences?

If my company processes L1-B VISA what is the risk of rejection considering that I was earlier rejected on Is 214(b) clause

Every one will work in B1 , but you have to tell you are going for business meeting and brain storming sessions.. They will approve. Dont say work location.
