BALCA...how are cases cleared ? random order?

Hello there,

My PERM case is with BALCA since 2016.  Does BALCA follow order ( order of filing) while clearing these cases ?  Few of the cases BALCA cleared recently  have case numbers filed in 2008.  Is that normal for BALCA to clear PERM cases in that random order ? Can I request anyone in that office to take a look at my case ?  Please let me know if you have any input.  Than you.
