Applying for I-140 after employee leaving the organization

Hello Experts,

I left my previous employer "A" and joined employer "B" just before receiving approval on my PERM filed by employer "A". Lets say PERM is not over 180 days from the day of approval. Can they file for I-140 while I am not working for them? I am planning to go back to employer "A" now.
