Multiple H1B Cap Cases

Can I apply multiple H1B cases for 2019 fiscal year? The employers are different and there is no relation between employers.

You don't apply, employers apply. Multiple applications for the same person have a very high risk of RFEs.

Also, no sane employer files and pays for an H1 petition if the employer doesn't have a reasonable expectation that the person is going to start working there. And the beneficiary paying for an H1 is illegal.
