h1b transfer from india without entering US First time

Hi,

 

I have valid H1b stamping till 2020 but from my current employer A am  not getting opportunity in the project.

So in case if get offer in the USA  from employer B and if employer A & B agrees  can i transfer my H1 to new employer B without entering to USA  first time and then travel.

If yes what is the process to do so and how long it will take.

Please clarify

It has been said by Lawyers in this forum that the visa stamp makes one cap counted  and eligible for the total of 6 years.
