Travel to India when H4 EAD is in process

Hi, my wife has her H4 visa stamped and we applied for her H4 EAD in Jan 2018. I am working FT and on H1. We are planning to visit India in March 2018 and I will have to go for H1 stamping then.

Question: Can my wife travel outside the country when her H4 EAD is in process and she doesn't have to go for stamping either.
