Travel while STEM OPT extension is pending with Request for Initial Evidence

Hello ,

My OPT expired on Dec 12,2017  and I have applied for STEM OPT extension in October 2017. .Due to some emergency i have traveled back to India on Dec 22 ,2017 . Now I'm in India and I got an Request for Initial Evidence on  my case . I have valid I 20 with travel endorsement , valid F1- Visa and I 797 Notice of Action . 

Please suggest me if I can re enter USA with expired EAD and my OPT Extension still in pending status .
