visitors visa for my brother

 I'm  an US citizen since 2007 and In  Sept 23, 2013 , I had applied for family based green card to my younger brother on a siblings quota. I want to bring him on visitors visa.  

 Is it OK to ask/ request friend  to apply  for brothers  visitors visa instead of me?
Please advise, My friend is willing to apply for my brothers visitors visa.
Let me know your inputs.   Thanks in advance

Only the person requesting the tourist visa is eligible to apply. Nobody else can apply for him. In view of the Pending GC, it would be quite a  stretch though not impossible for him to get a tourist visa in view of Immigrant Intent. Maybe discuss the possibility with the firm of Murthy in say Chennai first.
