H4 stamping to Canada with current H4 visa expired

18 years old child was given the H4 visa validity as per eldest child who turned 21 years, even though the primary H1 visa validity is longer. Due to a hindsight, two H4 applications were not filed separately and hence now the 18 years old child is out of status and needs to go out of country for stamping. Can he go to Canada for stamping with his current H4 visa as Out of Status or should he go to home country - India ?
