Hired by State Government. H1b questions

Hi,

I have been hired by state insurance division. I am currently under OPT Visa. I searched online and found out that this agency is not on the E-Verify list. Is it possible to get my OPT extended?  Also, is it necessary to find a lawyer to help me apply h1b? Who or which department should I talk with to assistant me to apply H1b?

For OPT extension, the employer needs to be e-verified.

The employer also would have to handle an H1, and get a lawyer if necessary. Your manager and HR would have to handle that.
