Minimum duration to file PERM?

Hi, I have about 15 months of H1B left right now. My PERM was approved last year and I-140 was filed 6 months ago but I have got RFE on that and my employer hasn't responded to that yet.

I was thinking to transfer my H1B to a new employer now, so in order to stay beyond 6 years, what is the minimum duration required to file PERM before my H1B expires by the new employer?
