Change of university while outside USA

I went to USA in 2014 for masters on F1 visa valid till 07/2019. In 2015 got OPT and in 2016 got I-797 approved. In Dec 2016 went to india for stamping, but after almost an year long admin processing my i797 was revoked by New Delhi, India embassy. Now I want to go back to USA on a valid F1 visa (valid till July 2019) to attend American university for another masters degree. My valid f1 visa still has the name of my old school. Do I need to go for stamping again ?

You need a new visa.

Also, make sure that the university is reputed.
