H1B Extension with I140

Hi ,

I am completing my 6 year stay in usa by 14 Dec 2017(First 3 .5 years in L1 and remaining 2.5 years in H1B). My PERM Labor was applied on July 10 which is not certified yet.  If i go back to india in December will i be able to apply my H1B extension(7th year) with the existing petition once i receive my approved i140 with out new cap and travel immediately to USA with out one year cooling period.

You got it correct. Yes, you could travel asap once h1b 7th yr is approved!

Yes, you can get unlimited H1's till your end of  your life once your I140 is cleared.
