I just received the approval notice however the F4 priority dates were retrogressed shortly after I filed the I-824 and my PD is no longer current. Is there a GC available for me now? If not, why would USCIS approve the I-824--I was under the impression the I-824 would not get approved until my PD became current again. Your advice is much appreciated.
