Multiple N-400 stuck in background check - all of them had biometric on 28 July, 2016

My wife's n-400 application is stuck in background check. I checked total 900 cases before and after her case number and found something interesting.

Only 7 cases are in status "Biometric appointment was scheduled". Surprisingly all of them had fingerprint taken the same day!! Here are the case numbers:

I took info pass, called state senator, submitted e-request. Now waiting for senator's office to complete their investigation. Can anyone help me understand what the hell happened here? What can do do now?
