University denying COS H4 to F1

Hi All,

I am a second semester student doing MS in a university in Texas. I am studying on H4 visa. I want to apply for change of status from H4 to F1 inside USA. But my university is denying the same saying they have staff shortages.

I am between rock and a hard place. My spouse (H1b) may have to leave USA due to project getting over. This would render me out of status in USA and i would not be able to continue my studies. I have been requesting my university for COS but in vain. 

Can anyone suggest my options? I  am in middle of my semester here(i cannot even go to India and apply for F1 since my semester has already started).

Is that a public university? Or a shady private one?

I can not imagine a real university denying issuing an I-20 to somebody who already is enrolled.

Change to a public university.
